I have been struggling with this issue for 2 months now.
I am also getting this problem, however only with the SUBSTREAM (which is being transmitted for monitoring) and only the Max Bitrate.
The Camera is a DS-2CD2T55FWD-I5 with firmware version 5.5.61: See attached image...
